FSTC overview

FAQ's

  • The Federal Scholarship Tax Credit (FSTC) was created by the One Big Beautiful Bill Act (Public Law 119-21), which was signed into law on July 4, 2025. [1]

  • The law requires that all donations be sent through and approved Scholarship Granting Organization (“SGO”) to prevent fraud and abuse. BG can send you a link to the SGO that is working to help us raise funds.  There are many SGO’s serving Pennsylvania schools and they are permitted to take up to 10% for administrative expenses. BG’s partner SGO will not take any percentage from your donation. All funds will go to scholarships.

  • No, Governor Shapiro has not (yet) opted in. We hope and expect that he will.  This is required, as each state must opt in for students in that state to receive donated funds.

You can contact Pennsylvania Governor Josh Shapiro online through the Official Governor Contact Form or by text at 717-788-8990.
